On December 28, Presentation of the book “The Role of National Leader Heydar Aliyev in the Development of the Agricultural Sector in Azerbaijan” was held at the Ministry of Agriculture. Before the event, the National Anthem of the Republic of Azerbaijan was played, and the memory of National Leader Heydar Aliyev and our heroic martyrs who died for the Motherland was commemorated with a minute of silence.
Opening the event, Minister of Agriculture Majnun Mammadov said that as a result of large-scale measures carried out on the initiative and strong political will of the Great Leader who led Azerbaijan since the end of the 60s of the XX century, the rapid development of the agrarian sector in our republic was ensured, along with the acquisition of the forefront.
The strong foundation formed during 1970-1985 in accordance with the strategy formulated by the national leader Heydar Aliyev on the development of the agricultural sector of Azerbaijan in the Soviet period on the basis of a cluster approach played a positive role in the development of the agricultural sector in the subsequent periods. The Minister noted that the declaration of the development of agriculture by the President of the Republic of Azerbaijan Mr. Ilham Aliyev as a priority, the establishment and consistent expansion of a diversified state support system, deepening of reforms ensure the long-term dynamic development of the agrarian sector.
Firdovsi Fikretzade, Director of the Agricultural Economics and Research Center, mentioned that in 1960-1970 Azerbaijan was one of the 3 republics in the USSR with the weakest growth rate in terms of agricultural development indicators among the Union Republics. It was as a result of the measures taken as a result of the initiative and political will of the national leader during the first period of Heydar Aliyev's leadership in our republic that the share of Azerbaijan in the gross product of Agriculture of the USSR increased by more than 2 times.
Head of the agrarian and Environmental Department of the Cabinet of Ministers Latif Gasimov called the measures taken in the agrarian sphere during the leadership of the Great Leader in Azerbaijan a revolutionary step. The Head of the department noted that as a result of the decisions taken during the USSR by the political will of the National Leader, the volume of production in the agrarian sector in Azerbaijan increased significantly with the involvement of additional lands in crop rotation.
Chairman of the committee on Economic Policy, Industry and Entrepreneurship of the Milli Majlis Tahir Mirkishili noted that the large-scale work carried out during the leadership of Heydar Aliyev on the development of Agriculture in Azerbaijan had a long-term positive impact on the development of the agrarian sector. The reforms carried out in the agrarian sector have made a significant contribution to ensuring food security.
Executive Director of the Center for Analysis of Economic Reforms and Communication Vusal Gasimli said that the crisis in the agrarian sector was prevented as a result of the decisions taken at the Union level by the political will of Heydar Aliyev during the Soviet era. The measures taken led to intensive development in agriculture, with the specialization of the regions, fundamental changes took place in agriculture.
Director of the Institute of Molecular Biology and Biotechnology of ANSA, academician Irada Huseynova spoke about the services of the Great Leader to the people and state of Azerbaijan. She stressed that the solid foundation created by great leader Heydar Aliyev in all spheres during both periods of his reign plays an important role in ensuring the sustainable development of Azerbaijan today.
The participants of the event emphasized that the book dedicated to the role of National Leader Heydar Aliyev in the development of the agrarian sector in Azerbaijan will be useful for those interested in the modern history of Agriculture.
It should be noted that the book “The role of national leader Heydar Aliyev in the development of the agricultural sector in Azerbaijan” was prepared at Agricultural Economics Research Center within the framework of the implementation of the “Action plan to declare 2022 the Year of Heydar Aliyev in the Republic of Azerbaijan” approved by the order of the President of the Republic of Azerbaijan dated November 28, 2023 with number 3623.
The first section of the book, consisting of three sections, details the issues related to the identification and implementation of the political line that created a turnaround in the development of Agriculture during the first period of the National Leader's leadership in Azerbaijan, the development of the agrarian sector, as well as the development of rural areas and the improvement of rural The second section includes the initiatives put forward by Heydar Aliyev in the field of implementation of agrarian reforms in the conditions of State independence, the formation of the concept of agrarian reforms, the preparation of the legislative base of agrarian reforms and issues related to the transfer of land to private ownership. The third section includes the formation of agricultural practice based on private property in the country and agrarian policy mechanisms based on the principles of a market economy, as well as broad issues related to the successful implementation of reforms aimed at new development goals in this area within the framework of the successful economic policy pursued by the president of the This section analyzes the dynamics of the development of the agrarian sector in independent Azerbaijan, shows the main directions of the sustainable development strategy implemented in accordance with modern challenges.
