On December 11, a meeting was held in Bilasuvar to introduce E-agricultural Information System (EAIS) and declare the autumn sowings. Minister Inam Karimov, Head of District Executive Power Mahir Guliyev, representatives of the Ministry of Agriculture, Head of Local State Center for Agricultural Development, local executive authorities, mayors and farmers attended at the meeting in Bilasuvar District Executive Power.
Speaking at the event, Agriculture Minister Inam Karimov said that as a result of the policy pursued by President Ilham Aliyev, the agricultural sector, like other sectors of the economy, has entered a qualitatively new stage of development: “The agricultural reforms implemented further envisage the further development of agriculture and for this purpose the government is being implemented a great deal of support. Decrees and orders signed by the head of state provide a real basis for the sustainable development of the country’s economy, including the agricultural sector”. Minister Inam Karimov added that in accordance with the strategic course set by the head of state to ensure sustainable development in the agricultural sector, the Ministry of Agriculture builds its activities on the principles of proximity to farmers, good governance and innovation. Calling E-agricultural Information System as an innovative initiative that combines these three principles, Inam Karimov said that the goal is to ensure the availability of agricultural services for farmers and transparency in the provision of these services: “Farmers will be able to use EAIS for subsidies, seeds and fertilizers, as well as for the sale of their products. To take advantage of these opportunities, our farmers have to register in the system and create their own cabinet. The process is almost complete across the country. To date, about 410,000 farmers have been registered with EAIS, who has created their own offices. EAIS-registered farmers began publishing their crop in the following year. The delegation, led by the Ministry of Agriculture, also holds meetings on the implementation of EAIS in the regions and the announcement of autumn sowings. To date, such meetings have been held in 34 districts. Bilasuvar is the 35th district where such meetings are held. To date, about 190,000 farmers have announced an autumn sowing. The farmers’ data on 364,000 ha of arable land is included in the system”.
Then the Minister familiarized himself with the conditions created in the administrative building of the Bilasuvar State Center for Agricultural Development, and met with a group of agricultural development volunteers who provides farmers with information and advisory services. Inam Karimov monitored the process of declaring crops in EAIS at the State Center for Agricultural Development, listened to the statements by farmers and made recommendations to the Ministry of Agriculture.
On December 19, Minister of Agriculture Inam Karimov held a meeting in Yardimli on the introduction of EAIS and the announcement of autumn sowings. The meeting was held in the executive branch of Yardimli with the participation of the head of the executive branch of the region Ayaz Askerov, representatives of the Ministry of Agriculture, the head of the local state center for agricultural development, officials of district executive bodies, local executive authorities, mayors and farmers. Speaking at the event, Minister of Agriculture Inam Karimov said that as a result of the policies pursued by the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, the agricultural sector was declared the leading sector of the non-oil sector, and in order to further develop this field, the state is being implemented a great deal of support.
The Minister informed toward the activities of the Ministry of Agriculture. He said that the ministry is based on the principles of proximity to farmers, good governance and application of innovations in accordance with the strategic course set by the head of state to ensure sustainable development in agricultural sector. Inam Karimov called the E-agricultural Information System as an innovative initiative that combines these three principles with the aim of ensuring the availability of agricultural services for farmers and transparency in the provision of these services: “The delegation, led by the Ministry of Agriculture, also holds meetings on the implementation of EAIS in the regions and announcement of autumn landings. So far, such meetings have been held in 47 districts. Yardimli district - 48th district, where such meetings are held. To date, about 429,000 farmers have been registered with EAIS and set up their own offices. To date, about 260,000 farmers announced autumn sowings. The process is almost completed across the country. I would like to note that farmers will be able to use EAIS for subsidies, seeds and fertilizers, as well as for selling their products. To take advantage of these opportunities, our farmers have to register in the system and create their own stands”.
Recalling that agricultural subsidies will be provided through farmers’ applications until 2020, the Minister urged farmers to more actively declare autumn sowings to benefit from agricultural subsidies, and said that the Ministry of Agriculture will support farmers in conjunction with relevant agencies. Later, a new mechanism for state support of agricultural sector, the need for EAIS and implemented work in this direction were discussed, as well as answers to questions from local executive bodies, municipalities and farmers.
