President confirmed the Regulation on “E-agricultural information system”

On December 23, President of the Republic of Azerbaijan Ilham Aliyev signed a decree approving the Regulation on “E-agricultural information system”.

The decree instructed the Ministry of Agriculture of the Republic of Azerbaijan, together with the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan, to take the necessary measures to organize, maintain and ensure the effective use of “E-agricultural information system”. According to the decree, the Ministry of Agriculture, together with State Security Service of the Azerbaijan Republic, must take the necessary measures to ensure the security of “E-agricultural information system”. In addition, the State Agency for Public Service and Social Innovation under the President of the Republic of Azerbaijan approved the “Rules for the formation, maintenance, integration and archiving of state information resources and systems” and the Presidential Decree of September 12, 2018. In accordance with Decree No. 263, the “E-agricultural information system” must ensure the communication of relevant state information resources and systems through the information system of electronic government. The decree instructs the Cabinet of Ministers of the Republic of Azerbaijan to resolve issues arising from this decree.

Please note that the Regulation on “E-agricultural information system” defines the legal, organizational and technological basis for the functioning of the electronic information system of agriculture (EAIS) and its subsystems. In accordance with the Regulation, the Ministry of Agriculture of the Republic of Azerbaijan ensures the organization, management and improvement of EAIS activities aimed at ensuring transparency and accountability in state support of the agricultural sector. In accordance with the rules, EAIS provides agricultural services and automates the creation, collection, processing, storage and retrieval of information for this purpose. In addition, information is exchanged between EAIS and other government information systems and resources through the e-Government Information System (EGIS). The purpose of personal data collected at EAIS is to provide effective services to farmers in the agricultural sector. The collection and processing of personal data in EAIS is carried out in accordance with the Law of the Republic of Azerbaijan “On Personal Data”. The costs associated with the organization, management and improvement of EAIS activities are financed from the state budget and other sources not prohibited by regulatory legal acts of the Republic of Azerbaijan. Payment of electronic services in EAIS of Azerbaijan: “On Veterinary”, “On Phytosanitary Control”, “On Traffic”, “On Seed production”, “On Selection achievements”, “On State tax”, “On Access to information” carried out in accordance with the legislation of the Republic of Azerbaijan. The exemption from state duty for these electronic services is determined “On state duty” in accordance with the Law of the Republic of Azerbaijan.
