How does the sum of sowing subsidy identify? - PROCEDURE

The implementation process of the E-agricultural Information System (EAIS) is ongoing. Farmers are currently checking land documents and autumn sowing datas that they have entered into the system.

The provision of subsidies for autumn sowing will be implement in stages in accordance with the procedure for completing inspections. Electronic filing of applications containing information on the amount of subsidies already calculated after accepting the initial application to the personal accounts of farmers. In this regard, the corresponding sms messages were sent to the farmers' mobile numbers and they were notified of the notification being sent to their personal account. In case of non-approval by the farmer within 3 days, electronic declarations will be automatically approved and sent to the verification stage. A farmer who does not agree with this information can submit an application through an electronic cabinet or contact the State Center for Agricultural Development (SCAD) to submit a proposal or complaint.

Documentations’ inspection will be based on: a) integration with information received from other institutions, b) satellite inspection, c) sending surveys to the relevant bodies d) on-site inspections will be implemented. As a result of the audit, the final sum of subsidy will be clarified and farmers will be notified about the differences. It is important to provide a valid land document and the fact that the correct information about the hectare and type of sowing plant of this land is transmitted to the system. Measures will be taken in accordance with the new exclusion rule.

According to the multi-year landing statements, calculations, checks and payments are expected at the optimum time.

According to the decree of the President of the Republic of Azerbaijan dated June 27, 2019, No. 759, the basic amount used to calculate subsidies in the field of agriculture is 200 (two hundred) manats. For each farmer, crop subsidies are calculated using base-rate coefficients for the type of plant they are planting and declared on the land they provide.

The Council on Agricultural Subsidies decided to declare PR on ratios for subsidized crops (http://akia.gov.az/en/single/36). Farmers will be able to find out the sum of this subsidy from the calculator which is given to use since 2019 (http://akia.gov.az/en/calc/).

It should be noted that the production of cotton, tobacco, hazelnut, herb and tea plants is supported by areas identified by the Council on Agricultural Subsidies. Here the goal is to support the production of these crops in areas where high yields are achieved or can be achieved.

The next innovation in subsidizing crops is the definition of higher-intensity support (2-4 intervals) for the new intensive orchards provided by the drip irrigation system, and this support will go on for the first 4-5 years. Subsidies for grapes and intensive orchards will begin from the beginning of 2019. For other gardens, crop subsidies will be provided at a ratio of 1.2. In other gardens where subsidies will be subsidized, the minimum number of seedlings per hectare is 90.
