A seminar on “Public procurement in agriculture: current situation and prospects” was held by the Ministry of Agriculture and Agrarian Procurement and Supply OJSC. The purpose of the seminar was to share information with purchasing organizations and suppliers about the procurements carried out in the agricultural sector in 2024, the current situation and prospects, and to provide information about the procedures and methods of procurements carried out in the current year and planned for the future.
The event was attended by representatives of the Ministry of Agriculture, the State Agency for Antimonopoly and Consumer Market Supervision under the President of the Republic of Azerbaijan, entrepreneurs and suppliers.
Speaking at the event, Minister of Agriculture Majnun Mammadov said that procurement is not only the process of acquiring products and services, but also plays an important role in ensuring the proper management of public resources, ensuring transparency and justice, and strengthening the trust of farmers and entrepreneurs in the state: "Digitalization of the procurement system, expanding public participation, and strengthening institutional control mechanisms allow the ministry and society to provide a transparent, accountable, and fair management environment. This increases the trust and sustainability of not only farmers, but also the agricultural sector as a whole."
Elnur Baghirov, Chairman of the State Agency for Antimonopoly and Consumer Market Supervision under the President of the Republic of Azerbaijan, noted that public procurement is an important tool that creates public value: “Establishing a system based on a competitive and transparent approach in the field of procurement is a priority for us. The digitalization of public procurement and its implementation through the “etender.gov.az” portal significantly increases accessibility and participation in this area. An efficient and honest procurement process contributes to the strengthening of public-private relations, as well as the sustainable development of the state.”
Elgun Mahammadelizade, Chairman of the Board of Directors of “Agrarian Procurement and Supply" OJSC, noted that public procurement acts as a means of strategic intervention in agricultural markets, creating conditions for balancing both supply and demand. This intervention helps to maintain economic stability, especially during periods of market instability.
