Memorandum of Understanding signed between Agricultural Research Center and National Observatory

A Memorandum of Understanding on cooperation was signed between Agricultural  Research Center under the Ministry of Agriculture and the National Observatory on Labor Market and Social Protection Issues under the Ministry of Labor and Social Protection of the Population. The document was signed by Rashad Huseynov, Director of the Agricultural Research Center, and Elnur Safarli, Chairman of the Board of the National Observatory.

At the meeting held at the National Observatory, Elnur Safarli provided information about the activities of the organization. He noted that the Observatory serves to form flexible approaches in accordance with the dynamics of the labor market, to establish social policy on a scientific basis, and to support the state's employment strategies.

The organization analyzes the current state of employment of the economically active population, identifies strategic employment areas, analyzes information obtained on the vacancy base and balance of labor resources, and also examines socio-economic, technological and institutional factors affecting the labor market.

Rashad Huseynov provided information about the activities of the Agricultural Research Center. He noted that the Center operates in the direction of scientific substantiation of agrarian policy and formation of an analytical base, and as a "think tank" it attaches importance to scientific and analytical cooperation in this field both at the local and international levels.

The main subject of the memorandum is the collection, analysis, research on employment in agriculture, including informal employment, internal migration for the purpose of employment in the agricultural sector, social welfare in rural areas, development of the agricultural labor market and promotion of sustainable employment, as well as sharing scientific and practical experience in this area.

According to the document, the parties will conduct joint research on the state of the labor market in the agricultural sector, employment level, structure and professional composition of the workforce, and prepare proposals on reducing unemployment and informal employment in rural areas. Climate change affecting the labor market, technological innovations and social impacts of economic transformations are also included in the joint research topics.

Cooperation is also envisaged in the mutual exchange of statistical data on the agricultural labor market, the integration and harmonization of databases, as well as the identification of new professions and skills required in agriculture.
