A meeting dedicated to the 5th anniversary of the Coordination Headquarters was held in Zangilan city

A meeting dedicated to the 5-year activity of the Coordination Headquarters for the Centralized Resolution of Issues in the Liberated Territories of the Republic of Azerbaijan and the Administration of the President of the Republic of Azerbaijan was held in Zangilan city under the chairmanship of Samir Nuriyev, Head of the Coordination Headquarters.

Speaking at the meeting, Samir Nuriyev said that the “Great Return” Program has been implemented in the liberated territories under the direct leadership of our head of state. According to him, the large-scale work carried out to restore and reconstruct Karabagh and East Zangazur is an important example for international experience as one of the most systematic and rapid reconstruction models applied in the post-conflict period.

The Head of the Headquarters said that the large-scale projects implemented have radically changed the entire development landscape of the region. Over the past five years, our head of state has participated in 569 events in the liberated territories, laid the foundations of 177 projects of various purposes, and inaugurated 167 facilities and infrastructure projects.

It was noted that the implementation of the Great Return with an integrated approach has yielded real results, and the "General Plan of the Liberated Territories", the Master Plan of 8 cities, and the Detailed Plan of 3 cities have already been approved, and the Master Plans of the cities of Khankendi, Khojaly, Agdere and Khojavend are in the development stage. It was noted that as a result of the demining activities carried out by relevant state agencies and local companies in Karabakh and East Zangezur, more than 240 thousand hectares of land have been cleared of mines and unexploded ordnance, 3 international airports have been put into operation, and 16 out of 60 projects on highways with a total length of 3501.6 kilometers planned for construction have been fully implemented, and 1 has been partially implemented. The opening of the Aghdam Railway and Bus Station Complex took place. Excavation work on 28 tunnels on highways, the construction of 392 bridges and 9 viaducts has already been completed. The construction of 49 bridges in connection with the construction of railways is planned, of which 42 have been completed, and 3 bridges have been put into operation. In Karabakh and East Zangezur, 38 hydroelectric power plants, 4 reservoirs, 14 electrical substations have been put into operation, 6 main gas lines, more than 1,000 kilometers of high-voltage power lines have been laid, and gas has been supplied to 8 cities, 20 villages and 1 settlement. 1 hospital, 19 general, 7 preschool educational institutions have been put into operation in the region. In addition, Karabagh University has started operating in the city of Khankandi.

The “Araz Valley Economic Zone” industrial parks have been established in the Aghdam and Jabrayil regions, which play a key role in the economic revival of the territories liberated from occupation. 50 enterprises in both parks have been registered as residents, and 7 enterprises as non-residents. Within the framework of the implementation of projects with a total value of 454 million manat, 185 million manat was invested and 1057 new jobs were created. Products worth 949.4 million manat were produced by residents who started operating in the parks. 39.5 million manat of products produced by residents of the Aghdam Industrial Park were exported.

All this, in addition to showing the practical results of the restoration and development processes, reflects the consistency of the policy of our head of state aimed at the restoration of territories and his high attention to this direction. As a result of the work done, more than 62 thousand people, including those working in the state and private sectors, as well as those receiving education, currently live and work in the liberated territories.

The head of the headquarters noted that the region is distinguished by fertile soil and favorable climatic conditions, which creates broad opportunities for the development of traditional agricultural sectors, and relevant work is being carried out in this direction.

Then, in accordance with the agenda of the meeting, information was presented on the work carried out in the settlements of the liberated territories within the framework of the implementation of the “I State Program on the Great Return to the Liberated Territories of the Republic of Azerbaijan”. In addition, reports were heard on the work carried out in the areas of preparation of construction projects, implementation of state control over construction and installation works, ensuring resilience to emergencies, sustainable settlement of the population, efficient use of agricultural lands and organization of competitive agrarian production, restoration and protection of cultural, historical and religious monuments.

At the end of the meeting, the meeting participants were informed about the necessary measures to be taken in the implementation of the tasks set by the President of the Republic of Azerbaijan and appropriate instructions were given. It was noted that the principles of coordination, innovation and transparency should always be kept in the foreground for the successful continuation of the Great Return.
