A public hearing on agricultural development was held in Parliament

On June 11, a public hearing was held in the Milli Majlis on the tasks arising from the “State Program on the Development of Agricultural, Fisheries and Aquaculture Products Production and Processing in the Republic of Azerbaijan for 2026-2030”.

Chairman of the Agrarian Policy Committee Tahir Rzayev noted the special role of Great Leader Heydar Aliyev in the development of agriculture in our country. He emphasized that important state programs, projects, signed decrees and orders implemented under the leadership of President Ilham Aliyev, especially measures taken towards the socio-economic development of regions, have created a foundation for the further development of the agrarian sector. It was noted that our head of state spoke in detail about this at a meeting dedicated to agricultural issues on May 25 of this year, expressing his attitude to the successes achieved, shortcomings made, and the tasks ahead. It was emphasized that the ideas voiced in the President's speech and the adopted "State Program on the Development of Agricultural, Fisheries and Aquaculture Products Production and Processing in the Republic of Azerbaijan for 2026-2030" are a clear roadmap for the development of the agrarian sector.

Tahir Rzayev noted the importance of the State Program and the importance of extensive discussions in this regard. He said that today's hearing was organized by the parliamentary committees on Agrarian Policy, Economic Policy, Industry and Entrepreneurship, Natural Resources, Energy and Ecology, together with the Ministry of Agriculture, on the recommendation of the Speaker of the Milli Majlis Sahiba Gafarova, and thanked the speaker for his support in holding the event.

The chairman of the committee said that agriculture is one of the main sectors of the Azerbaijani economy and that our state pays special attention to the agrarian sector. He noted that agriculture plays an important role in ensuring national and food security, protecting settlement in villages, creating new jobs and increasing the income of the population. The development of this area, first of all, serves the human factor, as well as the improvement of the living conditions and well-being of citizens.

He emphasized that the head of the country set the main goal of expanding the role of the agrarian sector in the economy, strengthening food security, increasing productivity, introducing modern, innovative technologies, further improving the subsidy mechanism and state support. He said that these tasks are also clearly reflected in the State Program. He noted that according to the document, it is planned to allocate 6 billion manats for the development of the agrarian sector for the specified years and attract more than 3 billion manats of private investment.

It was noted that the Milli Majlis has always been at the forefront in implementing state support aimed at the development of the agrarian sector. A solid legal basis for agriculture has been formed in our country. The parliament is closely involved in communicating to the public and promoting the tasks set in state programs. It was also emphasized that the attention and care shown by our head of state to the agricultural sector is an important component of our country's sustainable development strategy, and this policy serves to reliably ensure food security for future generations.

Then, Minister of Agriculture Majnun Mammadov made a speech. He noted that agriculture is one of the strategic areas that occupies a special place in the socio-economic development of Azerbaijan. The Minister said that the necessity of preparing a new program was emphasized at the meeting dedicated to the development of agriculture held on May 25 of this year under the chairmanship of President Ilham Aliyev. At the same time, he said that instructions were given on strengthening food security, reducing imports, increasing local production, developing infrastructure, and attracting investors to this area.

Majnun Mammadov, speaking about the importance of the “State Program on the Development of Agricultural, Fisheries and Aquaculture Products Production and Processing in the Republic of Azerbaijan for 2026–2030”, said that according to the document, it is envisaged to form a legal framework in line with modern challenges, and to implement regulatory and legal initiatives in the fields of agriculture, fisheries and aquaculture in the coming period.

Speaking about the work to be done to improve legislation in the agricultural sector, the minister noted the importance of determining the main concepts such as agricultural activity, product and producer, forming the legal basis of agricultural services and state support mechanisms, as well as reflecting modern approaches such as unification of agricultural terminology, climate change, rural development and sustainable production in the legislation.
