Farmers will be able to pay a full-value of fertilizer with a "Farmer Card"

Changes were made in the ”Rule of subsidizing the production of agricultural products". According to the changes, the rule on cash payment by farmers of 30 percent of the value of fertilizer and bio humus received within the allocated subsidy was abolished. After that, the farmers will be able to pay a full-value of the bio humus and fertilizer when they received it at the expense of the non-cash part of the “Farmer Card”.

According to one more change, the sum of subsidy allocated from the budget during the calendar year and not given to the farmer will be returned to the budget. If the subsidy is not used within 2 years, the farmer will be notified via SMS and e-mail. If the farmer does not use the subsidy card within 3 months after the notification is sent, the subsidy will not be paid for the next year.

According to another changes made to the rules, the monitoring and evaluation function of the Agrarian Credit and Development Agency are expanded. To ensure the effective operation of the subsidy mechanism, the Agency will conduct cross-monitoring, surface surveillance, and on-site observation sequences when an application for a subsidy is received or any information other than the farmer's declaration is found based on any known source.
